Dishonesty all around?

I re-opened my blog; just to get this of my chest - and as a reminder to myself to be careful whom to trust and where to buy…
I just received a message from PayPal in which they tell me they “are unable to investigate claims involving Virtual or Intangible items.” In short: f** you, solve your problem yourself.
I’m not going to share all details yet - maybe this guy has gone on holidays or so - but I recently purchased a package and never received the file I was promised. I’ve been trying to contact the seller ever since, but haven’t received any reply. So - thinking about spam filters and stuff - I decided to send a message via the PayPal site by opening a dispute. Technical issues at PayPal caused it to be a claim instead of a dispute, with the above answer as a result.
